So the Axis go first, but unfortunately the weather is not conducive to combat operations.

There are no declarations of war.
All three choose a Land action.
No Port Attacks
No Naval Air
No Strategic Bombing
No Ground Strikes
The Germans rail the XIIth Infantry to Cernauti.
The Italians move a TERR toward Tripoli
The German Army Group South prudently withdraws behind the Dneister, while in the North they incautiously move toward Pskov.
In Manchuria - sorry Manchukuo, the Japanese Kwantung army hope to consolidate around Harbin, while in the south, they hope to exploit their push into the mountains.

There is a 3:2 no modifiers attack west of Harbin and a 5:1 attack in the southern mountains.

No attacks are announced in Europe.

In the north the Japanese fly a bomber to try and increase the fractional odds. The Japanese have two fighters. Do the Soviets want to fly their bomber (with no fighter cover)?

In the south the Chinese can fly a 4-strength ftr as tac, and the Japanese only have a 4-strength ftr to counter.

No, they Soviet bomber force is grounded at the moment.

The Chinese decline to use their fighter.

Okay the odds are announced:

China 5:1 no modifiers - I will assume Assault as, without the modifier, there is a chance of hurting the Japanese.

The result is a 9 and the Chinese unit is destroyed for no loss and three units move into the mountain hex recently vacated.

Meanwhile in Manchuria the weather means the odds are only 3:2 and there is no modifier. The Japanese choose the Blitz table and a healthy dollop of prayers. The fractional odds bring the attack up to 2:1 and a 6 is thrown.

The Japanese lose a unit (the slow Terr is chosen) and all units are disorganised. The defenders have to retreat - but are destroyed as they cannot.

The Japanese re-base a Zero to Manchuria and the Germans, a Heinkel fighter to the Karelian Isthmus.

And the impulse ends.

Both France and CW take a naval impulse while USSR take a land impulse.

No Port Strikes.

CW send a short range fighter to patrol both East and West Med.

USA send a garrison to Pago Pago.

CW send Wavell to Morocco and Alexander to France. The French CV is sent to Bay of Biscay. A British transport sail from Malta to the Eastern Med loaded with a infantry. CW send battle fleets to the North Sea and the Eastern Mede. The British Carriers sail for the West Med. The French Fleet also sail to the West Med.

Both France and CW send out plenty of convoy escorts.

CW and France send their submarine fleets to patrol the Italian Coast.

CW initiate combat in the Western Mediterranean. Will Germany, or Italy, send out any air assets to the sea area? Allies have the Italian Coast to search in as well.
