Construction of Ports/Airfields

For building up ports and airfields in a rapid fashion, what are the keys?

The more-is-faster in regards to construction units seems to be in play, plus plenty of supplies at the base. Do any of the units leader ratings like maybe Admin or Inspiration have an impact on construction? Would an HQ unit speed things up any? Would insuring that the Support Required column turn green by bringing in another unit with additional support help?

Lots of engineers. Better if you include engineer vehicles.

All have to be in combat mode

It seems as though leaders have some kind of effect on just about everything in this game. So even though I am not aware of any developers' statements about this or aware of anyone testing it, I presume that it would help. How much? No idea. Also, if the engineers get disrupted or disabled by air strikes or naval bombardment then the units' leaders definitely help them recover from that. And the developers (Michael in a patch IIRC) made certain that things like fatigue and disruption do affect building.

Same as above - unknown but strongly suspect it is so. Degree of effect also unknown.

Don't know.
