Editting National Morale Modifier

How does editing national morale in the scenario editor work ? For example; If I want to increase Soviet national morale in 1941 to 45, should I enter '5' or '45' in the editor ? Also, whenever I save any edits in the national morale settings, if I load up the scenario edit again, all the settings are reset back to '0' across the board and in the Logistics Phase does not add any of the edits. Is this correct ? Thanks for any help.

It's the number that will be added to national morale during given year. So you can't change the flow (increase or decrease) of changes mid-year.

These values saved when I last checked. I will have to do this again. Are you sure you load correct file (file name is the same as scenario name, so if you save under new name, you must select this new scenario on subsequent load)?

Ahh yes thank you it was saving the changes to a different scenario name. Thanks for the clarification.
