You have to form your air groups. See patch notes for details.

No obvious changes that causes burns, there is a build log in the events log.

Hey, old buddy,

Form airbases and air groups now, 1 AP each, like you suggested long ago.

From the map, select any urban/light urban hex, then click the form unit icon at the top. 8 air groups and 1 airbase max per turn. Becomes available in '41, sometime , not sure of date.
