SU Transfer Bug?

Playing Tunisia 42-43 as Germans. I have tried for several turns now to transfer some SU's from OKW (Italy) to AFR 5th Army in Tunisia. I "push" the SU's from OKW to 5th Army by changing their HQ's. They then show * next to their name in 5th Army as I would expect.

But the problem is next turn they show again at OKW as if they never transferred.

Any idea?

I'm not sure the SU can be transfered over the sea

How many support units can the 5th Army accept ?
It could be that the number of support units is to high and that some will be transferred back to the higher HQ automatically.

Sorry my mistake.  HQ support level was 0 and not Locked.  If Locked, they transferred and stayed fine.
