Armies won't fight

I've got entire stacks that seem unwilling/unable to fight.

Murat is army commander
Several corps under him including Davout.
Everyone is fresh and well supplied. It's August in Italy, so weather is good.
At war with Austria.

I'm trying to fight the Austrians. We share the same space, but my armies will not attack. I've been sitting in Salzburg along with the Austrian army for several turns. No fighting.

Nobody has "evade enemy" checked. We are not inside the city. Decided to move south and try to engage another Austrian army a couple of regions away. Moved down there, and the Austrians didn't run away. Ended up sharing the region with that Austrian army.

Same thing up north. Three corps trying to engage an Austrian force. Nothing. They are like ghosts.

However, they can attack me. They marched right through my combat corps and attacked Napoleon.

Something seems broken. (I was able to fight with Prussians and Russians previously.)

How long are your delay settings? Having long or medium delay coupled with 7-day turns makes for a peaceful game :) can you at least encircle and starve the enemy?

other options are stances, or the relative evade-detect ratio. Remember you can sometimes see that an enemy force is in a province but not actually find it ... even more frustrating when you start losing military control to a force you can't see (welcome to partisans and cossacks).

might help if you could put up an image or particular details

I think it was the stances.

Can't know for sure because I deleted all my save games and started over with a clean install.
