Officer card question

I gave Guderian five cards but only two of them show up when I look at him in my scenario. Any idea why? Thanks.

Edit - And note that Guderian is not assigned to a low level HQ so that should not be the problem.

Actually that is the problem.

As you already understood there are 2 categories of cards:

The low-level cards only show up if the officer is in a low-level HQ.
The high-level cards only show up if the officer is in a high-level HQ.

I designed it this way since it gives an interesting tension to use an all-round good commander at low or high level.

OK, thanks. The way I read the sentence on the two types of cards it sounded like an officer assigned to a higher level HQ could use both high and low level cards.

Edit - So just to clarify this, if Guderuian switched to a lowest level HQ the two cards that are showing would disappear and the three lower level cards would appear?
