Funny Symbopls Preventing Movement

I was trying to move panzer units chocked full of APs. However, the surrounding hexes had very small vertical orangish bars in them, What do these represent?

As a follow up on this, how do you get more gasoline? Just rest your PG and change from blitzkrieg mode?
