Another FoW feature?

How this can be? According to this combat report ML Okinoshima has been participating in both engagements, which had happened 1000 miles away from each other. There were no ML crafts at all in fast transport TF attacked by Hudsons at Lae, the real Okinoshima was in TF attacked by sub and was heading f Truk. If it’s FoW feature I can understand this, but why I’ve never seen this before, during a whole year of playing.
