Minor Garrison not happening?

Why can't I put a minor garrison in some minor cities? See screenie. The problem really is in the south for me. I can't place any minor garrisons in any city south of Voronezh. This is version 1.01

Help, I am getting overrun for the lack of minor garrisons in the Kuban. Is this WAD? Anyone?

The Finns are heading for Vologda and I can't garrison it either.

Hi Michael,

There's a limit to where you can place garrisons and this is where the line currently is.

It represents not a geographic limit but a manpower one.

Garrisons are rounding up stray troops, city militia's etc. This isn't an infinite pool as it's assumed that all able bodied men will have, at some point, been conscripted. Places outside of the main conflict zone would be denuded of men in order to defend those that are more important.

You can place a major garrison in Stalingrad but for places like you've mentioned realistically all that would be left would be women and old men.
