I cannot see the answer in the manual so can someone please help?

- I have sent Khrushchev to a Front last turn
- The Aide-de-Camp report states he has arrived (Officer Cards)
- I have clicke on STAVKA, The Front he's at, the HQ's in that front, I've checked the cards - but I cannot see how I play any of Khrushchev's cards.

What am I missing please?

Go to the HQ he is at and then there should be cards available for selection.

Nope. As I said, I've checked all the HQ's and there are no cards.

Doesn't the cards arrive the turn after he arrives at the HQ? Doesn't it say that cards will be available next turn?

That's what the report says. This suggests they are available - could do with being re-written if that is not the case.
