Do Victory Points mean anything?

As the Germans, if I take my Objective I win.

Maybe it's Decisive maybe it's Minor, but I win.

So why not take all the pre-game options which cost you Victory Points (since they're meaningless) - but which enhance your chances of winning. Same thing applies as the Soviets.

Am I missing something?
