Also, don't forget that Japan can send peacekeepers to Persia and sit on the oil. Its not such a great deal for USSR, and Japan can benefit from it.

But only until conquest - then they have to leave - unless Japan and Russia are at war. If Japan does not want to go to war over the oil, then they get it for one turn providing Russia is competent enough to take Teheran.
