Light urban city encirclement

In a game I'm currently playing I've surrounded a piece of light urban terrain occupied by Soviet units. According to rule 41 for the 1.0805 patch changes units in light urban should never be considered surrounded, yet in my game the Soviet units are shown as isolated and have their CV reduced by the same amount as surrounded units outside the city. I realize this rule was modified for 1.08.07 but this was only for city terrain. Is the usual CV reduction due to isolation supposed to occur in L/H Urban terrain, and if so what is the significance of 'never considered surrounded'?

No chance to have CV divided by 10 in combat. That's what makes mopping up so easy.

I thought ALL units, even if they were in urban hexes, were considered surrounded if encircled. Are you sure the rule change with 1.8.7 only affected those in cities and not urban hexes also?
