Commonwealth AFV replacements

Using 1.00.11. It seems to me that some of the British armored units - especially the brigades and the 6th SA Armored Division don't seem to receive replacements after a certain point.
I'll park them on a depot in refit mode priority 4 and, while they will repair, albeit slowly, they don't seem to receive replacement AFVs. There seem to be enough (hundreds) of the appropriate tanks, but they don't go to the units. Am I imagining this?
Also, since most of the British tanks don't have upgrade paths, do you just run them down and if the numbers get low enough the computer downgrades to something that is available - like Matildas.

Probably out of manpower. Each Commonwealth country has it's own manpower pool. You may have the vehicles, but you don't have the crews.

Check your active manpower pool for the nationality as LS is likely correct. I see low British manpower pools in numerous saves I get in bug reports.
