Does the defender get to place his units? How about the attacker?

This is decided by the scenario designer. The scenarios included all have their units setup by default. The reason for this is that they are designed for playing against AI as well as Human vs Human.

I like this in one way as you can start playing right away. In ASL there is a lot of angst when placing units.

However this approach must limit replayability somewhat as you would always know where the 88 was for example.

Half the fun was setting up your units. Why should the scenario designer have all the fun[:(]

Scenario editor allows the scenario designer to place units into specific hex, or to specific setup zones (few hexes ) or free placement so it all depends on scenario design.
