bug with rail construction?

bug with rail construction?

I play with 1.08.07, barbarossa scenario
after turn 3 I could not repair rail 4 hex after Vilnus.
but all the rail are green from german border to Vilnus.
starting at vilnus the rail are green but with 3 with dot.
all the hex around are german controlled.
there are no partisan but security unit in Vilnus and Kaunas.

other FDB units work fine ????

You missed one famous hex SW of Vilnius.
