Mandatory Target

Hi all, I am playing as allied in a 700 turns long campaign against Cohimbra.
We are at turn number 336 (7/17/44)
My question: Anybody knows when mandatory targets of Overland and Avalanche are finished?
In my opinion is very silly that I can't fly over Berlin and the rest of Germany from UK for over 3 months

Around 14 September I suppose on witw air only weakest link scenario description:

Doesnt the mandatory bombing get removed if Overlord is below critical level or something like that?
