HOW can i promote general?

Hi, im confused.
One of my generals have a huge ammount of victories (400 and just 50 defeats) but a lot of general worser and owner of lot of defeats have promoted to high range.
How can i promote this man?

What is the name of that general and what is his current post?

Sometimes you need to put him in command of higher level HQ (German generals must lead at least an army to be promoted to higher ranks), sometimes in command of lower level HQ (easier to get Soviet Marshal at Front HQ than at STAVKA). You can also try to assign a general to a HQ that is "too high" for his rank, but this may cause skill loss upon such manual promotion. Also, some general cannot command higher HQs, thus they will be blocked from getting to higher rank.

Then there is a question of how many wins and losses are actually recorded as having impact on his promotion. Very little of those 400 wins may count and thus he may not be eligible for promotion. Or just has bad luck.

He was an very insubordinate commander and nor a frined of making "friends", so he gets low political rating, so his chances to promote are low.

I don't have access to editor, but maybe he is restricted to Army Group level of command. However, I think he just needs more wins to become a Field Marshal.
