Early in my most recent AI campaign, I put some divisions that had theater artillery support next to a city and I got messages about the Pioneers reducing fortifications just as the manual says should happen.

I'm into October now, and I have a bunch of divisions with theater artillery assigned to them sitting next to enemy held cities and I'm not getting any fortification reduction. Are there other requirements such as AP, certain posture, fatigue, etc? I've had them sitting for a couple turns and nothing is happening. I'm sure I'm just missing something obvious.

Enemy held cities have their entrenchment levels reduced by the Siege Arty.

Theater arty reduces entrenchments in non-city hexes that have the entrenchment icon.
