AI placing of HQs

One thing I've noticed is that the AI (normal, at least) places HQs way away from their divisions. Is this different on harder difficulties? Or, I'm playing with fast AI - does it improve if the AI is slower? Because it looks like a lot of their units are more than 5 hexes away.

The AI has slightly more lenient HQ rules (+2 hexes) hence its keeping its HQ at a bit of a safer distance.
