What Matrix games, if any, if bought today, do NOT require Steam?

a lot more than half, if not 3/4 for a wild guess, steam is just another option if you choose to use it, as buy from here and if released on steam you can get a free steam key to install or not if you so wish

Only the Early Access games require Steam. Once these game leaves Early Access, we’ll provide for those who bought on out stores, a full game installer.
