[WAD] Minimun flight altitude, land vs water

Hello
First I want to thank the devs for the great new features in v 1.11!
I think I've found something strange. Some aircraft seem to be able to fly very low over water compared to how low they can fly over land.
Even those specially made to fly low with TFR like the F-111, the SU-24 and the Panavia Tornado can't fly as low over water as the F-16, the Jaguar and the F-35A in the attached scenario.
At lowest flight altitude:
The ones flying at 80ft over water fly at 400ft over land.
The ones flying at 100ft over water fly at 200ft over land.
Have I misunderstood something?

Hm yeah the non-TFR aircraft fly 'freehand' where as the F-111s/Su-24s use their TFR.

The big difference comes when you adjust skills. Less skilled pilots fly higher.

The minimum altitude also depends on the weather and time of day. In your scenario it's day and perfect flying conditions [8D]
