Also the VVS is useless in the surprise impulse, upfront. It only risks to be bombarded - and pinned on the ground - and stomped all over (with loss of plane and pilot). At best place your airplanes on their own - and not stacked with land units if you want them ready for action the 1st Soviet impulse of war.
They were forwarded based originally for neutrality pact garrison purposes. But now that the Germans can break the pact at will I will redeploy them further back.

The Soviets should redeploy their front - it's very weak by how you deployed it.
With the current upfront deployment - the Germans would just fire a supercombined (eventually); hole the front in various places and pin on the spot most of the Soviet ground forces.
They'd have just their reserves, disrupted already, in cities somewhere around.
I've been trying but the majority of the land actions from the combined have been going to the communist Chinese. I know the Soviet front's a wreck and troops need to be moving back pronto. Well that's their orders this turn using whatever land actions the communist Chinese leave them.

Also a small scale offensive at Pestamo could be evaluated (and 1 CP built and placed in Murmansk - or even a CW CP can do the trick if Pestamo falls.)
Finland will have hard time reinforce it - meanwhile Russians have a natural supply source and can pour more units there. It's 1 resource extra for Soviets and one less for Axis (if Soviets can spare the troops).
