Naval Transport Factors

I had a fleet of 16 ships, so there were a corresponding 16 transport factors available. I then engaged in a battle and lost four of them (taking me down to 12 ships). I still was able to move an army with 16 transport factors on that same turn after the naval battle. Not sure if this is intended or not.
