Moving Units during Setup

In tutorial 1 I am trying to move the units from their original setup position. I saw this done in a video, but I am unable to do it. I have tried selecting the unit and dragging to a new location, and I have tried selecting a unit and removing it, but nothing happens.

The manual says that you can move a unit during setup is the scenario designer allows it. Any Ideas what I am doing wrong? Could it be a windows 10 issue.

If the scenario designer has pre-placed the units on the map in the scenario, you can not move them to another setup position. You can only move units that are not placed by the scenario designer.

If you still want to move them there is a way. You would have to open the scenario in the Editor and replace them (or have them not placed on the map). Then save the scenario, preferably with a new name so you don't loose the initial scenario with its placement.
