arty arriving before radio is on the board. bug?

Attached is a save game of Lehr Sanction. Arty is falling for the British on Turn 3, before the radio comes on the board, turn 4.

Is this a bug?

I also just had this happen on Hill 621. Sorry, no save but the turn 4 arty was falling on turn 2.

AI OBA will not follow Radio entrance, it will be there from the start.
