Resetting Axis Units Prior to Invasion

Hi Guys. I'm new to this game and I'm wondering if it is possible to do your own set up of Axis units prior to attacking on the first turn? I have been looking to see if there is some kind of teleport button but I don't see one so I'm assuming not.
If not I'm assuming the Axis positions are historical? Just not sure why many hexes adjacent to the border only have two infantry units in them. Don't we want to get as many movement points as we can out of them instead of wasting them moving to the border?
