Can't place demo charge

Attached is saved game.
This is original setup as an example.
Neither of the British units have yet to move.
Neither can place demo charge on their adjacent German units

Maybe I am doing something wrong, but I keep getting an error window

Demo Charges are place during the movement phase and not in the fire phase.

It's a little bit tricky so that is one place I use the manual! The exact order of the steps are laid out there.
