Is there a way to shuffle stacks so that you can choose who you want on top?

Sorry no, though you can right click on a stack and a pop-up will display all units in the hex

Peter it would be a nice change to add as currently we have no control over stacking. For example your Panzerfaust can get buried under other counters and in a big scenario you won't always remember where it is. Clicking a bunch of hexes to find it is not efficient.

I think a default order where the Leaders are always on top would be best, but that just mho.

Long time since ASL but didn't reshuffling units count as a movement?

As I remember it it doesn't count as movement, unless you are moving between different Locations within a Hex.

Yes, keep leaders on top as default and/or allow users to adjust stack manually.
