Out of command range with 4 hexes

German 1. Panzer Division is out of command range but it's HQ is only 4 hexes away!? [&:]

Hi Templer,

The Out of Command calculations are made at the start of the turn. You've, by the look of it, already moved the unit closer to it's HQ but the penalty remains until the following turn commences.

To calculate this dynamically would slow down the game so all units have to front up for muster at turn start. Those that don't are penalised appropriately.
