What is the purpose of the data file "American-USER.xls"? The game does not use this data file?

It is an unlocked data file for those who want to modify the data file for their own scenario or use as a template to make their own (such as the Belgium data file Maple61 just released). Example-if you wanted to make a specific scenario with equipment not in the locked official data file, you can modify the USER file and use it. If you modify the USER file be sure that you rename it so you don't write over the original.

So, can I modify the user data file and use it in a current scenario that I modify? What do I rename it?

No you will first need to build a scenario from scratch with your new data file. If you try and change the data file for an existing scenario you will erase all the units for that side in the scenario.you can build a scenario using your own data file and then change and modify that data file since the scenario is connected to that your data file

There are two things going on here. First, I would copy the user file and rename it to something meaningful like "My US OOB". Then open your new file, go to the National tab and near the bottom of the page is a Name field. Should be the name of the User data file you copied. Change this name to match the file name. This is the best way to keep names unique. Edit data as you see fit.

Second, as Charles points out, you have to make a new scenario to use this new data file. Right now there is no real way to replace/adjust existing scenario unit data. It's on our radar, but not something easily addressed with the way information is handled by the game.
