He is there to ensure that if USSR demands the Finnish borderlands there will be either;

1) A belief in the Axis high command that giving away the borderlands is the safe thing to do.

or,

2) Make certain that if there is a war with Finland there will be no peace.

And the way he is going to accomplish this is to be a railway station in Karelia so that USSR can get forces in a position where it will not be possible to stop those forces from entering Finland proper. And he also functions as a supply source for those forces.

I will get back to you, tomorrow, with a plan to avoid war with Finland.

Meanwhile, you could ponder on a plan for Iraq. I think a summer war, if Germany do not seem to aggressive in Poland.

As far as the Allied turn is concerned I could easily pass with both the French and the Soviets. Only moves I can think of that would be of use would be:

French:

Swap the 4-4 Mtn with the 3-3.

Soviet:

The 6-6 Mech, 5-3 and 1-4 move to Odessa (for future rail purposes). The Mongolian cavalry move west of Ulan-Ude.

Then either:
Soviet: Move Eng toward Tabriz or
Chinese: Move the warlord to the west of Si-An behind the river.

Doesn't matter so much if they are out of place during '40. Important thing is that they are within the European 'rail zone'. And not occupied so they can be transferred as soon as possible. Of course, some units must be in place. And there are two reasons to wait until summer. By then we should be able to see where Germany turns.

Here is the draft plan for 'Northern Liberty'.

1) Two garrisons to threaten, or capture, Petsamo.
2) Pinning force, containing armour or mech.
3) Infantry division ready to invade on the surprise impulse. Preferably on a harbour. May be cancelled since other attacks have priority.
4) Cavalry division, or other fast unit, to capture the coastline in order to eliminate German involvement or supply.
5) Main attack force. Mostly infantry or cavalry. Advance on Tampere and Helsinki and open up the route for the armoured force in Leningrad.

Important: Main force may have supply concerns once they advance into Finland. A second HQ might need to be transferred here.

With this force it is impossible for Germany to keep Soviet forces out of mainland Finland. Hence the war will continue. Main focus is to limit the possibility for Germany to send lots of peacekeepers. Once encircled, Helsinki will fall sooner or later.

Huge risk since I didn't leave enough ships for maximum shore bombardment. The odds is 5:2 + 2. [:D]

The question then is if it goes to Egypt? I think that is better than to save British Somaliland?
