Playing a GC 41-45 with 1.08.08.
I am at T20 as soviet and I have 580K manpower pool, 370K Arm Pool, yet I have like 100 units which are still in Refit but won't fill. And the manpower pool just keeps on growing turn after turn. I tried to play a fake turn where I didn't rail any industry so I had ~100K rail points at the end of turn, still no manpower moving to units in the field. Only 33K manpower in transit pool. I don't remember ever seeing this in the last 3-4 years playing this game on & off. Is there something changed recently in this game that could cause this?

Did you check max TOE? A lot of units come in set at 20% now.
I'm playing a solo and do not see this. The units fill fast and gain morale fast.

Urgh you are right they are at 20%, I think that I remember reading about this at some point now.

OK yes confirmed that I can get them filled once I change the MAX TOE. So many changes, I had forgotten about that one!
