LaGG-3 11/29 Series in '42 scenario

The Scenario starts with not a single regiment of this type.
Over 150 LaGG3-29s have been produced by scenario start. None are on the map or in the pool.

Pools have not been changed for a long time, difficult to balance this out for both sides so I didn't touch this.
