It's the stockpile toggle. If you change it to "yes", supply will not flow out of the base, and instead accumulate there.

I believe the base will still be a source of supply for units not on the base hex. It just won't move on to other bases. If I've got that wrong, somebody say so.

The most useful thread ever regarding supply:

Bases will only export supply which is viewed as surplus. Supply in excess of 3x the amount required by the base is considered surplus. This surplus supply may go to another base or be consumed by LCUs in the field.

When you stockpile it wont.

All answers are correct. This was patched in. If you care when it's in the release notes. The 3x piece is critical, and is not reflected in the UI.

My head is spinning trying to cram/hammer the supple rules into my old grey matter.

I have postponed all thoughts of PBEM for at least a couple of weeks.
Ill keep playing Guadalcanal and reading up.

If you're playing the Allied side of Guadalcanal I think the idea is to ambush the invasion force and then run for your life. Oh darn, those map edges are keeping me from reaching New Zealand!

Edit: I was thinking of the Coral Sea scenario.

That is because supply issues are really transportation issues! The allies have plenty of supply, but getting it where it is needed is the issue.
Alfred's thread should make clear the importance of unimpeded railroad and good road routes on land. The other piece is that bases along the route need to be developed to allow greater supply flow through them.
People complain about the lack of supply flow along the coastal road from Chittagong to Rangoon, but I have had reasonable flow after developing the bases in between. I still needed to haul some by ship to Rangoon though.
The part about HQs is also important. A Command HQ (as opposed to an army or corps HQ) can draw a lot of supply to its location. Identify Command HQs by their 9 hex Command range.

That is more of less what I was getting at - I think Combined Fleet would have the big supply draw just like a Command HQ, even though it is not called that.
I have no idea if 4th Fleet HQ would pull supply just based on the title text.

Is the a Command HQ?
Currently residing at Noumea.
If I moved him to say Lunga, would that automatically pull/move supply to that location?

I've got a lot troops at Noumea but can't load them on to Amphib TF to reinforce Lungi?

I think its a problem with Command restriction but not sure.

Is there a "method" of moving the reinforcements.......
