Normally ships must start in port with units assigned to load in order to get
units and supplies (or fuel) on the ships. Otherwise one must master reading
the files and editing them with a hex editor. Note you can only do this prior
to turn 1 execution. After that everything is in an encrypted save game file.

So I've never used the editor before so please bear with me.

I'm trying to put oilers at sea in a task force loaded with fuel. I can't seem to figure out how to load it with fuel. Same would apply to AK's at sea with supplies loaded.
I can get them in a TF at sea but empty!
The editor is limited by its pre-determined GUI panels and data fields. A scenario editing utility, called WiTPLoad, is also provided with the game files. It is an EXCEL based utility that exposes many, many, more data fields than the regular editor.

What you want to do is a simple straight-forward proposition using the hooks provided in WiTPLoad. You can put any TF at sea, anywhere, loaded with whatever you wish (troops, guns, planes, supply, fuel, whatever) and have the TF appear at any time you wish, with any destination you wish.

This feature is used routinely in Babes scenarios, both Small Map and GC. If you are seriously interested, I think there are some Babes conversant modders out there that can help with the ins-and-outs of WiTPLoad.
