I think all the recipients are quite happy with the 'trade' they receive so I do suspect they do not want any alterations.

Naval: France, CW
No Port Strikes. No naval air.
USA transport a naval bomber to Pago Pago.
CW send out almost the entire RN. And the French fleet leave the ports as well. (Although I note that the French BB in Morocco did not get the opportunity to become reorganized last turn during the oil step)
CW send a battleship fleet to the Bay of Biscay, West Med and East Med. France reinforce RN in the West Med.
CW also send a carrier fleet to the Bay of Biscay.
Plenty of convoy escorts leave port and join the convoys.
One transporter leave India, loaded with one fighter, for The Red Sea. The Queens leave Morocco for Bay of Biscay where they embark the 3rd Infantry from England. The last TRS to move is from Liverpool to Cape St Vincent and it is loaded with the brand new fighter type, Spitfire, that is hoped to be a match for the German fighters.

No. Worst case we lose 2 units, opening up the route to Si-an/Tianshui even more. Unless we get stupid lucky we lose a unit and the other is disorganised.

The calculations on that attack aren't what you call very pretty.
Even if the Chicomm have the highest combat factor unit under the 4 factor one, they will get 11 combat factors.
The Japanese ART defend with 1, doubled for mountains and than comes the Japanese airforce, adding another 2 factors on defense, making it a 3-1 at best, when you get the fractional die roll. And that is with the best Chicomm unit in the hex (which I wouldn't put in a mountain hex at all, since it is better used in a clear hex IMHO).
So, in reality, that which looks like a nice attack, isn't, since the Chicomm puts two units at risk and might not get anything back in return.
Personally, I believe not attacking the ART is a wise decision. Now, if it would have been in a clear hex, it's a whole different story...
