Item screen question

When in the Item screen in the Editor, when you click on an item, the item details pop up.

Under the Item Types selection menu, there is a Who must own? then a tool tip saying:
"CLICK TO TOGGLE ON/OFF IF THIS PEOPLEGROUP HAS TO OWN THE PRODUCTION LOCATION IN ORDER TO BUILD THIS ITEMTYPE"
Does this mean that if it is false, then they can't produce the Item Type? Then if that is so, then why is the tool tip so complicated?

There are several things like that Gary and Trial and Error is the only way I figure it out,
my computer intuition is limited. Remember some items are event activated and set to be associated
with cards...I think.

What it means is a bit convoluted.

Basically each regime also has a people assigned. These people can be assigned groups, if I don't recall wrongly. If a group of people, or the people itself is owner of the location (that is the regime), then it can produce the item. Say Germany owns a Hungarian city. The Hungarians can produce a special troop type called Hungarian infantry, if the Germans own the city, it is not a hungarian people that owns the city, and thus it cannot produce the Hungarian Infantry.

At least thats how I remember it functions.

If there were several german states, then each would be able to produce for instance tiger tanks, while the hungarians if owning a german city would not be able to...
