Troop/Air Group Withdrawals

Do you have to withdraw air groups or troop withdrawals and any special base(s) like you must do for ships.

No. Air groups from wherever they are located provided there are no fragments elsewhere. Air groups you must withdraw yourself. Troops just poof away without you doing anything. Good to keep track if they're in combat.
