Moving Factories

Is there a time limit for moving factories? In other words do you have to wait till a certain turn to be able to do it. I am playing the Soviets for the first time. It is turn 1 and I am trying to move factories out of Minsk. I do everything by the instructions, but it won't let me move, or select anything??????

There is a turn limit. As I recall, it starts at turn 3.
