Does racial ship maintenance trait work when you are a pirate?

Does racial ship maintenance trait work when you are a pirate?

I'm playing a race with a maintenance cost reduction for ships and I'm not seeing the benefit. Does this not apply when you play as a pirate?

EDIT
I believe I've figured it out. The rcial settigns for ship maintenance and other things are overwritten by the settings for the type of pirate you choose to be. Personally, I think they should have been combined but whatever.

I think the only maintenance bonuses you get come from the leader's stats. I didn't realize the type of pirates can have an effect on savings.
