[bug] 1.07 after scroll, UI buttons do not work

After scrolling the map in any direction (by moving the mouse to edge of the screen or by dragging the map) none of the UI buttons will work.

It requires a right-click on the map, or a left-click on a city or port on the map, to get any of the buttons to work again.

This is repeatable for me every time I've tried.

Just to confirm, is this with v1.00.07? I only ask as there was an issue under v1.00.06 similar to this and if not, I can't seem to be able to repeat this on my end. Can you give me the exact steps let's say from when you launch the game and then load a saved file?

I have installed 1.0701 hotfix and still get this error.

To recreate the problem, I scroll the map in any direction by moving the cursor against the edge, then I move the cursor directly to one of the UI buttons, such as 'research.' The button does not function, it does not gain a yellow highlighted border, and it does not pull down. Only after right clicking on the map anywhere, or left-clicking on a map object, like a city, does the functionality of the UI buttons resume.

I get this error after starting a new game or after reloading a saved game.

[NOTE] I have the national morale ribbons 'off.' However, when I turn then on, I still have the same problem.

And I am using 1680x1050 res.

I saw this also after going to the edge of the map, but for me if I made sure I clicked under the star, the very bottom of the tab, it would work.

I am still having a hard time repeating this but I did fix another bug related to the national morale bars and mouse hovering and selection so perhaps this will also fix the issue for you.
