Stalin, it seems, is none too happy to hear that his submariners are being subject to Japanese attack in ‘International Waters’.

Moscow to Tokyo:

Another unprovoked attack by your naval assets on a CCP vessel in international waters. The Soviet Navy has been released to fire and ask questions later due to this incident. We will continue to sail in international waters. With the next such incident our neutrality will be called into question and basing rights will be extended to the United States of America.


I let Todd know there would be a delay while Tokyo considered a response – this piece of intelligence regarding Stalin’s mindset came back from Todd.

Stalin couldn't care less what Tokyo responds with. International waters are just that. If Tokyo wishes to limit the CCP's naval activities, they can either go to a shooting war or give something to Moscow to buy off the increasing activity.

After giving it some thought this reply went back to Todd. Apparently Stalin expected as much.

The latest missive from Moscow has been tempered by sources which reveal that Stalin is hoping for Japanese concessions in order to reduce the level of Soviet activity. There had been discussion aplenty on formulating a response but in the end it was decided that for now the safest path was to walk the line of no response.

How are things looking on the VP side? Any chance of some maps to show what's going on as 1942 draws to a close? It would help someone inexperienced like me contextualize the last bunch of updates.
