Why Cannot Do HQBU?

I am playing the Germans, turn 9. It is in the AGS region, i have a panzer corps HQ within 20 hexes and 28 MPs from the railhead (shows that on the hex), the corps' divisions either didn't move at all or moved one hex and are all within 5 hexes of the HQ, i have over 100 APs, yet it will not give me HQBU button on the panzer corps HQ unit?

Any ideas why not?

I solved it finally, i unattached the Slovakian Mobile division from the corps (which had the corps over the limit of 8 by a tad) and then could do it. Not sure if it was due to being over the corps limit or due to the presence of the Slovakians themselves (i.e. can't do it with Slovaks attached?). In any event, that solved it.

Over the limit is the cause. The unit being Slovakian had nothing to do with it

Yes, overloaded HQs won't make HQBU. IMHO, it's very important not to overload any corps HQ at any time.
