Playing as Axis Italy DOW'd the Allies on March 23, 1940. I had not even DOW'd Belgium or the Netherlands yet. What would cause this?

I did not notice any Allied ships near Italy.

Is this the default or a custom campaign?

I suspect the usual reason: the AI abandoned position in the med.

Allied AI should not be abandoning those key positions in the Med anymore but if you can turn off FoW and check to see that the Allies are where they should be that will help to narrow it down if this is not a custom campaign.

Turned FOW off and Algiers and Tunis are both empty.

Damascus has a unit.
