modding a save file

I'd like to be able to re-use a save file at the start of Barbarossa, or the Battle of France, for instance, by modding the difficulty level or experience bonus. Is there a way to do that?

Currently there is no way to do this without hacking the file as we don't have a saved game editor for the series.
