Did MWiF let you do a supercombined and let you reorganize all HQs in the same impulse with the same major power? If so, that is a bug; one can do one or the other, but not both. If this is a bug, to my knowledge this is first time anyone noticed this.

Yes it did. I've done if before in previous solo game. I didn't realize that wasn't allowed.
