Where do Norways national Waters start / end?

If the Allied player moves naval units close to the German-Norwegian convoy line, he will receive a game message at the end of the turn that Norway demands that the Allies should respect the Norwegian National Waters.

Problem is, that you can't understand where those begin or end.
The manual doesn't say anything about this.

The trigger points are on or adjacent to the convoy line, as it is Norwegian merchantmen that are being interfered with, possibly sunk, by the Allies.
