Medical jeep?

I can't get the medical jeep to do anything. I park it beside an idle injured unit that hasn't fought in a turn, and when I hover over the 'repair others' icon, it says I can only heal units that haven't participated in combat for a turn. Well, its target *hasn't* participated in combat, and the jeep hasn't moved for a turn either.

I guess it's not a big deal, because I can still use the R key to heal the unit in question, but it makes me wonder what the point of the jeep is.

Also, the jeep specialization says I get an increase in "resources" when a unit is damaged but doesn't die. Does "resources" mean "requisition points"?

Just an example: Play Marines DLC, Guadalcanal scenario. Park the jeep next to the construction crew [bulldozer] for ONE FULL TURN. Click on the Jeep, then on the construction crew. Watch as it grows from a 5 to a 10.

That worked; thanks. But it still costs me gold, yes? Can't tell if there's any discount. Maybe the jeep allows me to heal units for five even if they are next to the enemy?
